I spent 28 years with Bexar County, Texas, most of it working on why manufacturers choose one region over another. I retired in 2025 and now advise the companies on the other side of that decision.
My last role was Executive Director of Economic and Community Development, running a department responsible for economic development, infrastructure, workforce initiatives, community development and federal grant administration.
I served as the County's principal for the economic development incentive agreements supporting the on-site supplier network at Toyota Motor Manufacturing Texas. That work is the reason I am careful about what an incentive can and cannot do: I negotiated them, drafted the performance conditions, and watched which ones actually held.
I also conceived and led the Texas-Mexico Automotive Supercluster initiative while at the County, including commissioning the 2024 study that most of the data on this site comes from. The initiative is a public one and belongs to the County. This practice is private, independent, and does not speak for it.
I began my career as a machine tool operator apprentice. I have been on more than a dozen economic development and trade missions to Japan, which is where my practical sense of Japanese business culture and its decision timelines comes from.
That is also why the practice works with Japanese companies. Japanese automakers built 30.2% of North American light vehicles in 2022, second only to U.S. manufacturers, and their supplier networks run the length of this region.
